INTRODUCTION
1.1 Background to the Study
The construction industry in Nigeria plays a pivotal role in the nation’s economic development, contributing significantly to gross domestic product (GDP), employment generation, and infrastructure provision. As one of the fastest-growing sectors in Africa, it encompasses a wide array of activities, including building construction, civil engineering, and real estate development, which are essential for addressing the country’s rapid urbanization and population growth. Nigeria’s population, currently exceeding 227 million, is projected to reach 400 million by 2050, exerting immense pressure on existing infrastructure and necessitating expansive construction efforts. This demographic surge has led to a massive infrastructure deficit, with the country’s total infrastructure stock amounting to only 30% of GDP, far below the World Bank’s international benchmark of 70%. To bridge this gap, Nigeria requires an estimated $3 trillion in infrastructure investments, as outlined in the National Integrated Infrastructure Master Plan, which aims to elevate infrastructure stock to 70% of GDP by 2043.
In the building sub-sector, particularly within tertiary institutions such as universities in Rivers State, the demand for sustainable and efficient construction practices is acute. Universities serve as hubs for education, research, and innovation, yet many in Nigeria face dilapidated facilities, overcrowding, and inadequate modern infrastructure, exacerbating challenges in delivering quality education. For instance, building projects in Nigerian universities often involve the construction of hostels, lecture halls, laboratories, and administrative blocks, which are critical for accommodating the growing student population. However, these projects are frequently hampered by systemic issues prevalent in the broader construction industry. Recent studies highlight that the sector is expected to expand by 2.8% in real terms in 2024, driven by government focus on infrastructure, public-private partnerships in housing, and strengthening external demand, with an annual average growth of 3.1% projected between 2025 and 2028. Investments in electricity, transport, industrial infrastructure, and oil and gas projects, coupled with the government’s target to produce 5.5 billion cubic feet of gas per day by 2030, further underscore the sector’s potential.
Despite this growth trajectory, the Nigerian construction industry grapples with multifaceted challenges that impede project delivery, particularly in regions like Rivers State, where oil-related economic activities intersect with environmental and security concerns. A systematic review of challenges in the industry identifies key issues such as lack of synergy among stakeholders, material shortages, unethical practices, unstable prices of materials, project delays, and poor management practices. These challenges are often categorized into industry-wide, firm-specific, project-related, and government-based factors, contributing to the slow adoption of sustainable construction practices in developing nations like Nigeria. For artisans ,who form the backbone of building projects in universities and beyond, persistent barriers include irregular or low income (23.1%), poor working conditions (19.2%), and lack of access to tools and equipment (17.4%), which vary across specializations like masonry and electrical work. These issues lead to financial instability, decreased job satisfaction, and reduced productivity, affecting overall project outcomes in educational infrastructure.
Environmental sustainability emerges as a critical concern in Nigerian building projects, with progress noted in technological innovations and policy frameworks, yet hindered by significant barriers. Over the past two decades, advancements include the adoption of Building Information Modeling (BIM), renewable energy systems like solar panels, energy-efficient materials such as pozzolanic cement, and smart building technologies, which have enhanced resource efficiency and reduced waste, particularly from 2016 to 2023. Policy developments, such as the National Building Code and the National Policy on the Environment (2017), along with incentives for green practices promoted by the Green Building Council of Nigeria, have fostered broader adoption in urban areas. However, challenges persist, including high costs of green technologies, lack of financing options, economic instability, cultural resistance to change favoring traditional methods, and inconsistent regulatory enforcement. In university settings, where sustainable buildings can reduce long-term operational costs and environmental impact, these barriers often result in reliance on conventional, resource-intensive methods.
Hyper-inflationary trends further compound these issues, particularly in private and public building projects akin to those in Nigerian universities. In Southwest Nigeria, for example, hyper-inflation has caused rapid escalation in material prices, such as cement rising from N5,300 to N11,500 per 50 kg bag and reinforcement from N420,000 to N1,200,000 per tonne within three months in 2024 ,leading to labor cost volatility, supply chain disruptions, project delays, cost overruns, and potential abandonment. This economic volatility, driven by currency devaluation, importation dependence, and fluctuating exchange rates, makes budgeting challenging and erodes investor confidence. Strategies to mitigate these include adopting labor-only contracts (where clients manage materials to absorb inflation), using price adjustment clauses or flexible rate contracts with monthly reviews, bulk purchasing of materials to preempt price hikes, securing short-term loans for stockpiling, and employing performance bonds to access upfront funds. Such approaches are increasingly relevant for university building projects in Rivers State, where local economic factors like oil price fluctuations amplify inflationary pressures.
The housing deficit exemplifies the broader crisis, with 28 million units shortfall as of January 2023, increasing by 900,000 units annually, requiring at least 900,000 houses per year and $46.7 billion in financing to address. In educational contexts, this translates to inadequate student hostels and staff quarters in universities, prompting government allocations like $166.4 million in the 2024 budget for 20,000 affordable housing units. Initiatives in states including Rivers (via partnerships) highlight efforts, but challenges like insufficient funding, regulatory hurdles, and material import restrictions persist. Moreover, the adoption of emerging technologies for quality management in construction, such as BIM and AI ,faces barriers in Nigeria, though specific details on these remain under-explored in recent literature.
This study focuses on the impact of skilled labor shortages on building project delivery in Rivers State, Nigeria, drawing from these broader industry dynamics. Skilled labor shortages, intertwined with training deficiencies and migration, exacerbate delays and quality issues in university projects, where precise craftsmanship is essential for durable infrastructure.

Despite the construction sector’s growth, persistent challenges like skilled labor shortages, material price instability, and poor sustainability practices lead to frequent project delays, cost overruns, and substandard outcomes in Nigerian universities, particularly in Rivers State.
