ABSTRACT
Effective public sector accounting
practices play a crucial role in enhancing transparency, accountability, and
efficiency in the management of public funds. This study investigates the
impact of International Public Sector Accounting Standards (IPSAS) adoption,
challenges in implementing accrual-based accounting systems, and the role of
auditing practices in Nigeria's public sector. The research utilized a
structured questionnaire to gather data from 120 participants across various
government ministries and agencies. The findings reveal that the adoption of
IPSAS has contributed positively to improving transparency and standardizing
financial reporting practices across government entities. However, significant
challenges remain in fully implementing accrual-based accounting systems,
including high initial costs, capacity constraints, and resistance to change
among staff. These challenges underscore the need for targeted interventions
such as enhanced training programs and investment in IT infrastructure to
support modern accounting practices. Auditing practices emerged as critical in
ensuring financial oversight and integrity within public sector entities. Both
internal and external audits were found effective in detecting financial
irregularities, enhancing transparency in financial reporting, and improving
governance practices. The study also highlights the essential role of forensic
audits in investigating financial misconduct, thereby safeguarding public funds
and maintaining credibility in governmental financial operations. Based on the
findings, recommendations are proposed to strengthen public sector accounting
practices in Nigeria, including capacity-building initiatives, strategic
investments in technology, and improved regulatory frameworks. These
recommendations aim to promote transparency, accountability, and sustainable
economic development through effective public fund management. In conclusion,
while progress has been made in adopting international accounting standards,
addressing the identified challenges and implementing recommended measures are
crucial for advancing public sector accounting reforms in Nigeria. This study
contributes to the ongoing discourse on improving financial management
practices in the public sector, offering insights that can inform policy
reforms and enhance governance effectiveness.

INTRODUCTION
1.1 Background of the Study
Public sector accounting plays a
crucial role in the financial management of governmental entities, particularly
in ensuring transparency, accountability, and effective utilization of public
funds. In Nigeria, the management of public funds has historically faced
challenges related to corruption, inefficiency, and lack of accountability
(Akindele & Owolabi, 2021). These issues have prompted reforms aimed at
improving public sector accounting practices to enhance financial reporting and
governance (Olawale, 2020).
The implementation of
International Public Sector Accounting Standards (IPSAS) in Nigeria represents
a significant milestone towards aligning the country’s public financial
management practices with international best practices (Adegbie et al., 2022).

1.2 Statement of the Problem
Effective public sector
accounting is pivotal for ensuring transparency and accountability in the
management of public funds in Nigeria. However, several persistent challenges
hinder the achievement of these objectives. One of the primary issues is the prevalence
of financial mismanagement and corruption within government agencies, leading
to significant fiscal leakages and misappropriation of public funds (Oyelere
& Ogunleye, 2020).
The complexity and diversity of
public sector operations in Nigeria pose challenges for uniform implementation
of accounting standards across various ministries, departments, and agencies
(MDAs) (Adegbie et al., 2022). Variations in financial management practices
among MDAs create inconsistencies in financial reporting and accountability
mechanisms, undermining the overall transparency of government operations
(Ukpe, 2019).
Limited capacity and expertise
in public sector accounting practices among government officials contribute to
the challenges faced in financial management (Ogunleye & Olaoye, 2022).
Inadequate training and professional development opportunities for accounting
personnel hinder their ability to apply international best practices and
standards effectively (Olaoye & Kajola, 2021).
The lack of integrated financial
management information systems (FMIS) across all levels of government further
exacerbates the problem (Ike, 2023). Fragmented financial data systems hinder
timely and accurate financial reporting, making it difficult to monitor and
evaluate government expenditures effectively (Oyelere & Ogunleye, 2020).
Auditing deficiencies also pose
significant challenges in public sector accounting in Nigeria. Weaknesses in

delayed or incomplete audit reports limit the timely detection and correction

Political interference and lack

The adoption of accrual-based

- International
