CHAPTER ONE
1.1 Introduction
Climate
change represents the defining environmental challenge of the twenty-first
century, with consequences already discernible across Nigeria's ecological,
agricultural, and social landscapes. Rising temperatures, erratic rainfall
patterns, intensified flooding in the Niger Delta and coastal communities,
advancing desertification in the North, and the increasing frequency of extreme
weather events collectively constitute a climate emergency that threatens the
livelihoods, food security, and developmental trajectories of millions of
Nigerians. Against this backdrop, the educational system bears a responsibility
and possesses a unique capacity to equip the next generation of citizens with
the knowledge, values, and agency required to understand, adapt to, and work
toward the mitigation of climate change.
Climate
change education (CCE) refers to the systematic integration of climate science,
environmental ethics, adaptation strategies, and mitigation principles into
formal educational curricula, with the aim of producing informed, engaged, and
action-oriented citizens. The United Nations Framework Convention on Climate
Change (UNFCCC), through Article 6 and the Paris Agreement's Article 12,
explicitly recognises education as a central instrument in climate action,
calling on signatory nations including Nigeria to integrate climate change
awareness into national educational frameworks. Despite these international
commitments, the integration of climate change education within Nigeria's Basic
Education curriculum remains fragmented, unsystematic, and largely dependent on
the initiative of individual teachers rather than deliberate curricular policy.
Nigeria's
Basic Education curriculum, designed by the Nigerian Educational Research and
Development Council (NERDC) and spanning the first nine years of formal
schooling (primary one through junior secondary school three), provides the
foundational knowledge structures, value orientations, and cognitive skills
that shape students' understanding of the natural world. The absence of
systematic climate change content within this curriculum represents a missed
opportunity of significant magnitude, given that the children currently in
Basic Education are the citizens who will face climate change's most severe
consequences and who must ultimately drive adaptation and mitigation efforts at
community, national, and global levels.
This
study investigates the prospects, processes, and challenges of integrating
climate change education into the Nigerian Basic Education curriculum,
examining current curricular provisions, teacher readiness, policy frameworks,
and stakeholder perspectives. In doing so, it aims to generate evidence that
can guide evidence-based curricular reform toward a more climate-literate
Nigerian citizenry.
1.2 Statement of the Problem
Despite
Nigeria's ratification of the Paris Agreement and the proliferation of
international frameworks supporting climate change education, the Nigerian
Basic Education curriculum has not undergone systematic revision to incorporate
comprehensive climate change content. Review of current NERDC syllabi for
primary and junior secondary levels reveals fragmented treatment of
environmental themes scattered across Basic Science, Social Studies, and
Agricultural Science, with no dedicated climate change framework, no
progressive learning outcomes aligned with students' cognitive development, and
no associated teacher training mandate (Ibrahim & Musa, 2022).
Teachers
delivering current Basic Education curricula report inadequate preparation to
address climate change topics confidently, citing pre-service training that did
not include climate content, absence of climate-specific instructional
materials, and lack of in-service professional development opportunities
focused on environmental education (Suleiman et al., 2023). Students completing
Basic Education consequently enter secondary school with limited climate
literacy inadequate understanding of climate science, minimal awareness of
local adaptation options, and negligible sense of personal or collective agency
regarding climate action.
This
curricular deficit has systemic consequences at a time when Nigeria's
vulnerability to climate change is escalating. Without foundational climate
literacy embedded in Basic Education, subsequent secondary and tertiary level
engagements with environmental themes lack the conceptual scaffolding required
for deep understanding. The problem demands an investigation of both the
current state of climate change education in Nigerian Basic Schools and the
conditions necessary for effective curricular integration.

1.5 Significance of the Study
The
significance of this study operates at ecological, educational, and policy
levels. Ecologically, the study's ultimate purpose is to contribute to
Nigeria's climate resilience by addressing the educational deficit that
underlies knowledge and behavioural gaps in climate adaptation. Nigeria ranks
among the ten countries most vulnerable to climate change globally, and
investments in climate literacy at the foundational educational level represent
among the most cost-effective long-term strategies available to the Nigerian
state.
In
educational terms, the study offers NERDC, the Universal Basic Education
Commission (UBEC), and state education ministries with empirical evidence and a
curricular integration framework that can inform the next round of Basic
Education curriculum review. The proposed framework draws on best practices
from climate change curricula implemented in Kenya, South Africa, Rwanda, and
India, adapted for the specific learning objectives, teacher capacities, and
resource conditions of the Nigerian Basic Education system.
For the
global community of climate change education researchers, the study contributes
a detailed account of the barriers and enablers of CCE integration in a large,
complex, developing-country educational system a perspective that is
systematically underrepresented in the predominantly European and North
American CCE research literature.
1.6 Scope of the Study
This
study covers the nine-year Basic Education cycle spanning primary one to junior
secondary school three in Nigeria, with curricular analysis conducted at the
national level based on NERDC-approved syllabi. Empirical data collection is
designed to span six of Nigeria's geopolitical zones to ensure
representativeness across regional ecological, socioeconomic, and pedagogical
contexts. Teacher readiness is assessed through a validated survey instrument,
while curriculum planner and student perspectives are gathered through
purposively designed interview protocols.
1.7 Definition of Key Terms
Climate
Change Education (CCE): The intentional, structured inclusion within formal
educational curricula of content, pedagogies, and learning objectives relating
to climate science, climate impacts, adaptation strategies, mitigation
measures, and climate justice, designed to develop informed, capable, and
engaged citizens.
Basic
Education Curriculum: The officially prescribed learning framework for
Nigerians in grades primary one through junior secondary school three (ages
approximately 6–15), developed and periodically revised by the Nigerian
Educational Research and Development Council (NERDC) in alignment with national
education policy.
Climate
Literacy: The capacity to understand the fundamental principles of climate
science, recognise the human and natural drivers of climate change, interpret
