Abstract
This study
investigated the implications of international environmental law on water
resource management through a quantitative survey research design. A structured
questionnaire was developed to gather data from a sample of 120 respondents.
The study utilized a t-test to analyze the hypotheses formulated regarding
various aspects of international environmental law and its impact on water
resource management. Findings revealed significant insights into the
incorporation of principles such as the precautionary principle and the
polluter pays principle into international environmental law, indicating a
positive influence on water resource management practices. Additionally,
effective mechanisms for transboundary water cooperation outlined in
international legal frameworks were found to contribute to improved management
of shared water resources. However, weak enforcement mechanisms were identified
as a hindrance to the implementation of international environmental law,
contributing to ongoing challenges in water resource management. In conclusion,
the study underscores the critical role of international environmental law in
shaping water resource management practices and highlights the need for
stronger enforcement mechanisms to address existing challenges effectively.
Based on the findings, several recommendations are proposed to enhance the
effectiveness of international environmental law in safeguarding water
resources. These recommendations include strengthening enforcement mechanisms,
fostering greater cooperation among stakeholders, and integrating principles of
sustainability and equity into legal frameworks. Overall, this study provided
valuable insights into the complex interplay between international
environmental law and water resource management, offering guidance for
policymakers, practitioners, and researchers in addressing global water
challenges.

INTRODUCTION
1.1
Background to the Study
International
environmental law plays a crucial role in addressing global challenges related
to the management and conservation of natural resources (Hughes, 2020). Among
these resources, water stands out as one of the most critical elements for
sustaining life, ecosystems, and economic activities (Giordano & Wolf,
2021). The increasing strain on water resources due to population growth,
industrialization, and climate change necessitates a robust legal framework to
ensure their sustainable management (Salman & Uprety, 2022). In this
context, understanding the implications of international environmental law on
water resource management becomes imperative.
International
environmental law provides a framework for cooperation among nations in
managing shared water resources (Salman, 2021). Legal instruments such as the
United Nations Watercourses Convention and bilateral agreements facilitate

management of water resources (Birnie & Boyle, 2022). Concepts such as the
precautionary principle and the polluter pays principle emphasize the

mitigate the adverse impacts of human activities on water ecosystems.

enforcement mechanisms embedded in international environmental law ensure

Statement of Problem
The
current landscape of international environmental law concerning water resource

in addressing contemporary water issues remains questionable. There is a lack

Additionally,
the growing impact of climate change exacerbates existing challenges in water

temperatures, and increased frequency of extreme weather events pose
significant threats to water availability and quality (Rahaman & Varis,
2020). However, international environmental law has yet to fully adapt to these
evolving climate-related challenges, leaving gaps in strategies for
climate-resilient water management (UNEP, 2022).
Furthermore,
the unequal distribution of water resources exacerbates socio-economic
disparities and exacerbates tensions between water users (Khalid, 2020). In
many regions, marginalized communities lack access to clean and safe water,
hindering their ability to meet basic needs and sustain livelihoods (United
Nations Development Programme, 2020). International environmental law must
address these inequalities and prioritize the needs of vulnerable populations
in water resource management efforts (Petrella, 2021).
Moreover,
the fragmented nature of international water governance poses challenges to
coordinated action and implementation of sustainable practices (Correia &
Silva, 2019). While various legal instruments and organizations exist, there is
a lack of coherence and coordination among them, leading to inefficiencies and
overlapping mandates (Schroeder-Wildberg, 2022). Bridging these institutional
gaps and enhancing synergies between different stakeholders is essential for
